PhD in Social Sciences at the National University of Quilmes (Universidad Nacional de Quilmes) and BA in Social Communication. He is specialised in issues concerning the production, management and analysis of scientific, technological and innovation information. He has been head of organisation of the scientific production indicators area at the Argentinean Centre for Scientific and Technological Information (CAICYT-CONICET). Participant and coordinator of several research and consultancy projects for a number of international organisations, such as OECD, UNESCO, IDB, World Bank and the European Union.
